(Mike Blake\/Reuters) <a href=\"https:\/\/www.theepochtimes.com\/c-canada2?utm_medium=email&amp;utm_source=BN_article_free&amp;utm_campaign=breaking-2022-12-14-ca&amp;utm_content=1\">Canada<\/a><\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Musk Says Federal Internet Regulation Bill \u2018An Attempt to Muzzle\u2019 Canadians<\/h1>\n\n\n\n<p>By Peter Wilson December 14, 2022 Updated: December 14, 2022 <a href=\"javascript:void(0)\">biggersmaller<\/a><a target=\"_blank\" rel=\"noreferrer noopener\">Print<\/a> 0:003:08<\/p>\n\n\n\n<p><a href=\"https:\/\/www.theepochtimes.com\/t-elon-musk?utm_medium=email&amp;utm_source=BN_article_free&amp;utm_campaign=breaking-2022-12-14-ca&amp;utm_content=1\" target=\"_blank\" rel=\"noreferrer noopener\">Elon Musk<\/a> recently commented once again on the Liberal government\u2019s pending internet regulation legislation, this time saying it sounds like \u201can attempt to muzzle\u201d Canadians.<\/p>\n\n\n\n<p>Musk <a href=\"https:\/\/twitter.com\/elonmusk\/status\/1602980118515060738\" target=\"_blank\" rel=\"noreferrer noopener\">was responding<\/a> to a Twitter post by Canadian journalist Andrew Lawton, who wrote on Dec. 13 that the federal government \u201cwants to regulate internet content and deputize social media companies to enforce \u2018hate speech\u2019 bans.\u201d<\/p>\n\n\n\n<p>\u201cI hope [Elon Musk]&nbsp;takes a stand against this,\u201d Lawton wrote.<\/p>\n\n\n\n<p>\u201cSounds like an attempt to muzzle the voice of the people of <a href=\"https:\/\/www.theepochtimes.com\/t-t-canada?utm_medium=email&amp;utm_source=BN_article_free&amp;utm_campaign=breaking-2022-12-14-ca&amp;utm_content=1\" target=\"_blank\" rel=\"noreferrer noopener\">Canada<\/a>,\u201d Musk responded on Dec. 14.<\/p>\n\n\n\n<p>Musk earlier <a href=\"https:\/\/www.theepochtimes.com\/musk-responds-to-comment-asking-him-to-fight-back-against-liberals-bill-c-11_4831673.html?utm_medium=email&amp;utm_source=BN_article_free&amp;utm_campaign=breaking-2022-12-14-ca&amp;utm_content=1\" target=\"_blank\" rel=\"noreferrer noopener\">responded<\/a> to a comment regarding <a href=\"https:\/\/www.theepochtimes.com\/t-bill-c-11?utm_medium=email&amp;utm_source=BN_article_free&amp;utm_campaign=breaking-2022-12-14-ca&amp;utm_content=1\" target=\"_blank\" rel=\"noreferrer noopener\">Bill C-11<\/a> in late October when a Twitter post asked if he would help Canadians \u201cfight back\u201d against the legislation.<\/p>\n\n\n\n<p>\u201cNow that you own Twitter, will you help fight back against Trudeau\u2019s online censorship bill C-11?\u201d&nbsp;said&nbsp;a post by Canada Proud&nbsp;on&nbsp;Oct. 28.<\/p>\n\n\n\n<p>Musk replied, \u201cFirst I\u2019ve heard.\u201d<\/p>\n\n\n\n<p>Bill C-11, also known as the&nbsp;Online Streaming Act, is currently pending in the Senate and, if passed and given royal assent, will grant the&nbsp;Canadian&nbsp;Radio-television and Telecommunications Commission (CRTC) regulating power over streaming platforms like Netflix and YouTube.<\/p>\n\n\n\n<p>Heritage Minister Pablo Rodriguez, who sponsored the bill, <a href=\"https:\/\/www.theepochtimes.com\/bill-c-11-will-allow-crtc-to-regulate-user-generated-content-chair-confirms_4488450.html?utm_medium=email&amp;utm_source=BN_article_free&amp;utm_campaign=breaking-2022-12-14-ca&amp;utm_content=1\" target=\"_blank\" rel=\"noreferrer noopener\">has reiterated<\/a> in the past that the legislation will not give the CRTC power to regulate the content of individual social media content creators.<\/p>\n\n\n\n<p>However, CRTC chair Ian Scott told a <a href=\"https:\/\/www.theepochtimes.com\/bill-c-11-will-allow-crtc-to-regulate-user-generated-content-chair-confirms_4488450.html?utm_medium=email&amp;utm_source=BN_article_free&amp;utm_campaign=breaking-2022-12-14-ca&amp;utm_content=1\" target=\"_blank\" rel=\"noreferrer noopener\">parliamentary committee<\/a> in May that, within the legislation,&nbsp;\u201cthere is a provision that would allow us to do it as required.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Amendments<\/h2>\n\n\n\n<p>Senators on the transport and communications committee <a href=\"https:\/\/www.theepochtimes.com\/senators-amend-online-streaming-bill-to-prohibit-cbc-from-publishing-sponsored-content_4920951.html?utm_medium=email&amp;utm_source=BN_article_free&amp;utm_campaign=breaking-2022-12-14-ca&amp;utm_content=1\" target=\"_blank\" rel=\"noreferrer noopener\">amended Bill C-11<\/a> earlier this week by adding a clause that will prohibit the CBC from publishing or broadcasting sponsored content in the future.<\/p>\n\n\n\n<p>Sen.&nbsp;Percy Downe, who introduced the amendment on Dec. 8, said sponsored content leads to the \u201ccheapening of journalism.\u201d<\/p>\n\n\n\n<p>The government\u2019s Senate representative, Sen. Marc Gold, opposed the amendment.<\/p>\n\n\n\n<p>\u201cThe government is of the view that this amendment is not appropriate in the context of this bill,\u201d he said.<\/p>\n\n\n\n<p>A week prior, the same Senate committee voted down an amendment that would\u2019ve limited the CRTC\u2019s scope of regulation under the legislation.<\/p>\n\n\n\n<p>The amendment proposed that only digital content creators with a&nbsp;yearly revenue of $150 million or more be subject to the CRTC\u2019s regulating authority, but was voted down&nbsp;10-4.<\/p>\n\n\n\n<p>\u201cMany [online content creators] have testified that a financial threshold would be important to help give guidelines to the CRTC on who they can regulate,\u201d said Sen. Pamela Wallin during a Senate transport committee meeting on Nov. 29.<\/p>\n\n\n\n<p>\u201cThe government opposes this amendment and thinks it\u2019s not necessary for reasons that it set out,\u201d said&nbsp;Gold.<\/p>\n\n\n\n<p>Two days later, <a href=\"https:\/\/www.theepochtimes.com\/us-concerned-canadas-pending-internet-regulation-bill-could-discriminate-against-american-businesses_4897504.html?utm_medium=email&amp;utm_source=BN_article_free&amp;utm_campaign=breaking-2022-12-14-ca&amp;utm_content=1\" target=\"_blank\" rel=\"noreferrer noopener\">U.S.&nbsp;Trade Representative<\/a> Katherine Tai told Canada\u2019s&nbsp;International Trade Minister&nbsp;Mary Ng that the U.S. is concerned that Bill C-11 could lead to discrimination against American businesses.<\/p>\n\n\n\n<p>\u201cLegislation in the Canadian Parliament \u2026 could impact digital streaming services and online news sharing and discriminate against U.S. businesses,\u201d said a U.S. government news release on&nbsp;Nov. 30.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tesla CEO Elon Musk speaks at a gaming convention in Los Angeles, Calif., on June 13, 2019.
