We want to protect Canadians online.\u201d<\/p><\/blockquote>\n\n\n\n<p>The briefing added that: \u201cSocial media platforms can also be used to threaten, intimidate, bully and harass people, or used to promote racist, anti-Semitic, Islamophobic, misogynist and homophobic views that target communities, put people\u2019s safety and risk and undermine Canada\u2019s social cohesion or democracy.\u201d<\/p>\n\n\n\n<p>Before winning reelection in 2019, Prime Minister Justin Trudeau\u2019s Liberal Party made tackling online hate speech a major priority and proposed giving social media platforms a 24-hour deadline to remove hate speech or face \u201csignificant financial penalties.\u201d<\/p>\n\n\n\n<p>Last September, the Canadian government <a href=\"https:\/\/reclaimthenet.org\/canadian-government-doubles-down-online-hate-misinformation\/\">doubled down on its threat to regulate online hate speech<\/a> with Canada\u2019s Minister of Infrastructure and Communities, Catherine McKenna, warning: \u201cWe don\u2019t have to regulate everything but if you can\u2019t regulate yourselves, governments will.\u201d One day later, the Canadian government promised to \u201credouble its effort by taking action on online hate.\u201d<\/p>\n\n\n\n<p>Trudeau has also expressed conflicting views on free speech. In October, he compared drawing Muhammed cartoons to \u201cyelling fire in a crowded movie theatre\u201d and <a href=\"https:\/\/reclaimthenet.org\/canadian-pm-trudeau-free-speech\/\">said there are \u201climits\u201d to free speech<\/a> after a terrorist attack in France where a teacher was beheaded after showing Charlie Hebdo cartoons that depict the Prophet Mohammed.<\/p>\n\n\n\n<p>After facing heavy criticism, Trudeau then <a href=\"https:\/\/reclaimthenet.org\/pm-justin-trudeau-backtracks-on-anti-free-speech-remarks\/\">backtracked on these anti-free speech comments<\/a> and stated: \u201cI think it is more important to continue to defend freedom of expression and freedom of speech. Our artists help us to reflect and challenge our views, and they contribute to our society.\u201d<\/p>\n\n\n\n<p>Critics have warned that online hate speech laws <a href=\"https:\/\/reclaimthenet.org\/scotland-hate-speech-bill-pushback\/\">pose a threat to free speech<\/a> because they risk criminalizing and jailing people for expressing controversial views.<\/p>\n\n\n\n<p>But these warnings have largely fallen on deaf ears with Canada being just one of several countries to propose or introduce hate speech laws and regulations over the last few months.<\/p>\n\n\n\n<p>For example, Scotland\u2019s controversial \u201chate crime\u201d bill, which would sanction the possession of \u201cinflammatory media\u201d and \u201cproblematic\u201d social media posts, is <a href=\"https:\/\/reclaimthenet.org\/controversial-scottish-hate-crime-bill-advances-through-stage-one-of-parliament\/\">looking increasingly likely to pass<\/a>.
