If you can\u2019t do this are you part of the problem?<\/p>\n\n\n\n Civil liberties groups and legal professionals are sounding the alarm\n in the Australian state of Victoria over the proposed Omnibus \n(Emergency Measures) Bill, which would afford government officials the \npowers to arrest citizens.<\/p>\n\n\n\n The bill has been proposed by Victorian Premier Daniel Andrews and \nwould also allow government officials to arrest people they suspect may \nspread the coronavirus through planned future action, such as \nanti-lockdown protesters. <\/p>\n\n\n\n Public servants, union officials, or any other government staff such \nas protective services officers and WorkSafe inspectors could be drafted\n in to enforce public health directions pertaining to the coronavirus \npandemic, should the bill pass the upper house of Parliament in the \nstate. <\/p>\n\n\n\n These health directives include limits on the size of gatherings, as \nwell as Melbourne\u2019s 9pm curfew, and would target those suspected of \nspreading the coronavirus, even if they\u2019ve not committed a crime, \nCovid-19-positive patients or their close contacts who refuse to comply \nwith instructions to self-isolate, those who choose to protest publicly,\n or even those with mental health issues. <\/p>\n\n\n\n An open letter signed by 14 retired judges and barristers has attacked the plan as \u2019unprecedented, excessive, and open to abuse,\u2019 <\/em>citing the fact that there is \u2019no requirement that persons authorised be police officers, or even public servants.\u2019<\/em><\/p>\n\n\n\n \u2018It will allow Dan Andrews to effectively appoint anyone he wants\n as an authorised officer, with extraordinarily broad discretion to \nenforce Victoria\u2019s emergency powers,\u2019<\/em> says Gideon Rozner, Director of Policy at free-market think tank the Institute of Public Affairs. <\/p>\n\n\n\n He\u2019s among those warning that should the legislation be passed, union\n leaders might be able to target smaller businesses who oppose lockdown \nmeasures, enforcers could be weaponised against political opponents, and\n Andrews\u2019 supporters \u2019could be appointed to spy on their friends and neighbours.\u2019<\/em><\/p>\n\n\n\n Some have gone so far as to dub the proposed additional force the \u2019Dan Andrews\u2019 Stasi,\u2019<\/em> comparing it to the East German secret police force that operated between 1950 and 1990.<\/p>\n\n\n\n The Covid-19 Omnibus (Emergency Measures) and Other Acts Amendment \nBill 2020 has already passed the lower house and is currently up for \ndebate in the upper house. <\/p>\n\n\n\n The bill introduces a preventative detention regime which appears\n to have little protections or oversight, and provides far too much \ndiscretion to people who may lack the necessary expertise to determine \nrisk, including police officers,\u2019<\/em> said the president of civil liberties organisation Liberty Victoria, barrister Julian Burnside.<\/p>\n\n\n\n Victoria\u2019s state of emergency and disaster powers have already been extended until October 11, for an ill-defined \u2019reasonably necessary\u2019<\/em> period intended to reduce serious risks to public health. <\/p>\n\n\n\n In addition, warrantless searches have been authorized, as have \narbitrary travel restrictions, leading to several high-profile incidents\n being caught on video that has gone viral, causing consternation and \noutrage the world over.<\/p>\n\n\n\n For his part, Andrews has defended the proposed measures, claiming the \u2019recruitment, process, oversight, all that can be managed.\u2019 <\/em><\/p>\n\n\n\n WATCH: Aussie cops leave man in coma after ramming him with car & kicking him IN THE HEAD during violent arrest<\/strong>.
